  With the dawn of the aging society, consumers have high expectations for the efficacy of the cosmetics they use to prevent and improve wrinkles, melasma, and other signs of aging. Research and development efforts have been conducted with a view to further enhancing the functions of cosmetics (and quasi-drugs) and enabling them to better fulfill such consumer expectations and keep skin healthier. Along with that, great progress has been made in devel- oping methods and instruments for evaluating the effectiveness of cosmetics. Though a wealth of data is available re- garding the functions of cosmetics, each company has its own evaluation methods. Both people in the industry and consumers have pointed out the need for efficacy evaluation standards to be uniform.
